About Kaupapa funding
Kaupapa funding is provided by the Ministry of Education and delivered to Kōhanga Reo, via the Trust, for all enrolled and attending mokopuna.
To access this funding, Kōhanga Reo must meet two key regulatory requirements:
Establishment of Tūtohinga (a charter agreement) between the Kōhanga Reo whānau and Te Kōhanga Reo National Trust (the Trust)
Completion of licencing requirements with the Ministry of Education
Once chartered and licenced, a Kōhanga Reo is then eligible to access Kaupapa funding. The Ministry pays the Kaupapa funding to the Trust, who then releases it in March, July and November each year to Kōhanga Reo who have met all their funding requirements.

Pay Parity
Alignment with release of Kaupapa Funding
Pay Parity is about ensuring Kōhanga Reo kaimahi are paid fairly, as compared to other full immersion settings.
Pay Parity funding is released in alignment with the long-established funding timelines for Kaupapa funding, in March, July and November. Pay Parity data is collected a month ahead of each funding release, on 31 January, 31 May and 30 September.
Pay Parity funding:
The mokopuna enrolment data establishes the Full Time Equivalent (FTE) allocated hours for each Kōhanga Reo.
The allocation of FTE hours for the next four months establishes the estimated salary costs.
The FTE allocated hours of kaimahi employed in the previous four months establishes actual salary costs.
Kaupapa funding data is based on actual mokopuna attendance for the previous four months.
